After beating Chapter 3, return to 3-1 and talk to the bush that has the spikey pixl behind it. He will congratulate you on finding Tippi and join your group. His power is a spike barer that deflects physical attacks from enemies and bosses.
Unlockable: Bleu Hair for Peach
After you beat the game, go talk to Bleu in Flopside.
