The move is clearly to generate interest for the game, having more vocal members of the Nintendo fanbase generate word-of-mouth by playing the game several weeks before the gaming public. Nintendo did a similar campaign a few years back with Animal Crossing for the GameCube.
It isn't clear which Nintendo.com registrars qualify for the free copy of Nintendogs, but it's assumed that members who frequently read and post on the company's message boards, as well as have a maintained list of registered Nintendo products are priority one for this campaign.
